Every generation has had access to the whole Torah and to only part of it. The text is complete and fixed; what changes is how far into it a generation can actually go.
The traditional four levels — pshat, remez, derush, sod — are not four separate books. They are depths of one sentence. And the relationship between them is not that the deeper ones are more interesting; it is that the deeper ones explain why the surface says exactly what it says.
Sod becoming inhabitable
Sod has always existed. What the sources describe for the Messianic era is not its discovery but its habitability — the difference between a dimension one can glimpse under rare conditions and one that can be thought in ordinarily, taught to students, argued about, and applied.
This is not a small change. A truth that can only be glimpsed produces awe and very little else. A truth that can be inhabited produces a civilisation. The claim is that the interior of Torah becomes the second kind.

Why this is Moshiach’s work specifically
Because the obstacle was never information. The deeper strata of Torah have been written down for centuries; the Zohar is in print; the maamarim are available. What has been missing is the capacity to hold them without distortion — the vessels, in Kabbalistic language, rather than the light.
Light without vessels is the technical description of tohu, and of every mystical enthusiasm that has ended badly. Sod delivered to a generation that cannot carry it produces grandiosity, antinomianism, and false messiahs; the history is not hypothetical. The Messianic promise is a promise about capacity, which is why it is bound to Moshiach as a teacher rather than to a book being released.
The hidden becomes inhabitable.

Torah goes out from Zion — outward motion, from a place, into a world. The concealed layer does not stay concealed by staying upstairs. It descends into speech, into teaching, into law, into the way a society is arranged. That is what it means for it to be inhabited.
